I know this thread's pretty old, but I thought I'd offer my 2 cents on the butterfly valve question. I have the exact same engine as you. That valve partially closes off the intake. There's a similar one on the exhaust and a high idle actuator on the injection pump. Below about 5 degrees C they'll operate when you switch the "quick warmup system" on the dash (engine with a coil in it). Supposed to make the engine work a little harder and run richer so it warms up faster. It actually seems to work up here in Canada where it's starting to get pretty cold.
