Ok I have isolated it down to the pump (thanks Roscoe) I am going to (as soon as time allows) remove the pump and hopefully borrow a spare one that I know works off a freind. That will either confirm or not that the pump is at fault. The solenoid appears to be jammed open, thus the engine wont stop and there is possible something jamming the throttle open, none of the linkage on the outsid eof the pump are jammed, there must be something inside.
Thanks for all your help, hopefully no one else ever has the (miss)luck to have this happen to them. I will post as soon as I find just what the fault with the pump is and hopefully thins might suggets why it happen.

On top of the pump is a diaphragm with a steel cover.Take the cover off, but don't rotate the diaphragm unless you've marked it's position.Press the centre down with your thumb.There should be a spring under the diaphragm.If it's not there it will allow uncontrolled revving of the motor.Just a thought.
