I have not got a boost gauge, to buy list.
If I rev the motor to 3000rpm+ should the waste gate open?
Should I see the wastegate lever move at all?
I can push it so it is not seized.

No there is no load on the engine so it won't build up boost and no need for the wastegate to move.

Waste gate should operate around 8 to 15 psi (factory setting should be 10) If I stamp on the throttle with car in neutral I can get 7psi momentarily but the engine hits the rev limiter in about 3 seconds so not enough to operate the waste gate. As Yarno says you need a load on the engine to make it build boost instead of free reving. Im not sure I would want to be looking at the wastegate while accelaerating as hard as possible
