Check the brake fluid level in the brake master cylinder reservoir.

The handbrake light is also the brake warning light A lack of vacuum will cause it to come on when brakes are applied as will an imbalance between the front and rear. To be on steady points to the switch on the handbrake or the sensor in the brake reservoir. Why is it overfull?

The fluid level might be high.... but where is the little float inside it? sometimes this gets stuck... causing a low fluid warning. check float is approx same level as fluid :-)

Brake balence and no vacume are problems and you will notice the lack of brakes at the same time. The light will only come on when you hit the brakes. A steady light is as above. Check James suggestion first but then try disconecting the wires on the master cylinder and on the handbrake lever under the dash one at a time till the light goes out Repair as nessecsary

The light has been staying on continuosly even while driving. I have also taken some brake fluid out of the cylinder as it was over full for some reason. The float is at its max level. What do I need to do to fix the light problem?

First try pushing the float down and up a few times It might fix. Dont splash any brake fluid on the paint. Otherwise looking at mine I cant see how the sender comes out so its either leave these wires disconnected or investigate further which might mean a new reservoir assembly which could be expensive

This has hapened twice to me after I have washed the engine bay. I have found that if I disconect the wire to the brake booster then turn the ignition on and off and the plug the wire back in the light will go off. I have no Idea why this works (almost like it resets something) or if it was just a fluke?
